MONSON CONSERVATION COMMISSION
MINUTES MARCH 21, 2012

MEMBERS PRESENT: Glenn Colburn, Audra Staples and Davis Johnson.

MEMBERS ABSENT:  Leslie Duthie and Dana Staples.

7:10  Glenn Colburn read a copy of the letter sent to abutters of the property owned by the Monson Conservation Commission on Reimers Road regarding ATV use into the minutes a copy of which is attached to these minutes and incorporated herein.

7:15 RFD 55 Reimers Road Robert & Deborah Pafumi work to clean up tree damage from the October snow storm continued from the meeting of February 29, 2012.

Glenn Colburn stated the Commission made a site visit to 55 Reimers Road and met with Mr. & Mrs. Pafumi to mark the trees that were to be cut.  The Commission suggested cutting approximately a third of the trees, wait a year to see how the site looked and then if more cutting was necessary go back and cut another third next year.  The conditions of the determination are: only the marked trees are to be cut; tree stumps to remain for re-sprouting and pile brush on site in appropriate locations.

The Commission also discussed the removal of the fence and posts that are located between the wetlands and driveway; the relocation of the manure pile; the relocation of the shed to the back of the barn and moving the fence across the street to keep a buffer between the fence and the stream.

Glenn Colburn stated he would follow up with a letter to Mr. & Mrs. Pafumi reminding them of the issues that were discussed.

Glenn Colburn moved to give a negative determination for work in an area subject to protection but will not alter or change the area and does not require the filing of a Notice of Intend with the conditions noted.

Audra Staples seconded the motion.

It was so voted unanimous.

7:45 Roux Associates sent a copy of the revised plan for the repair of the ExxonMobile pipeline at 106 Boston Road West to Natural Heritage & Endangered Species Program.  The plan was revised to change the access route into the site.  NHESP responded that the revised plan was approved, as it would not result in a take.

  • Forest cutting plan Lower Hampden Road, 66 acres Clifford Kruger.
  • Copy of CSX yearly operational vegetation plan.
  • Copy of the National Grid final environmental impact report for the proposed upgrade to the power line from the Palmer substation to a new substation to be built in Hampden, through Monson.
  • Various permits.
The Commission signed the Order of Conditions for 41 Old Wales Road DEP # 228-340 with special conditions that include the installation of an anti tracking pad.

The Commission signed the Order of Conditions for ExxonMobile Pipeline, 106 Boston Road West DEP # 228 339.

Davis Johnson moved to accept the minutes of March 7, 2012 with a change on Page 2 Paragraph 5 change the word erosion to effluent.

Audra Staples seconded the motion.

It was so voted unanimous.

Glenn Colburn stated he would prepare a letter for Mr. & Mrs. Pafumi.
